I propose that the classes shall be a Sub-Department of the Education Department, that the Inspector of Schools should receive $50 a month, for the next proximate 8 months during which the classes will be actually held, for his work in supervising and controlling them, and that a clerk should be supplied for 8 months at $40 a month.
